7  | 庚申，上谕辅臣曰：「内侍髙邈，曽任陜西走马，近得知陜州李彦仙书，彦仙与金人战，再三获㨗，又鄜延帅臣王庶节制六路进兵，同、华间将士用命，亦屡胜敌，朕闻之，喜而不寐」。黄濳善曰：「不审邈得彦仙书，日月远近」。上曰：「朕以其私书不欲取观，恐书中有不欲人见者」。濳善曰：「前代帝王，或复道窥人之私，此陛下盛徳也」。 命江淮制置使刘光世将所部讨李成，时成犯淮西，故讨之。壬戌，诏翰林学士叶梦得、给事中孙觌、中书舍人张澄讨论常平法条，具取㫖，始用觌奏也。时梦得屡为黄濳善言常平之利，及是进呈，青苖敛散，永不施行，其他条法，令从官讨论，来上，上指八字曰：「此事宜先报行，令远近知之」。濳善言澄详练民事，遂命同讨论。寻又命户部尚书吕颐浩。 |
