癸未，直龙图阁、提举杭州洞霄宫张忞复右文殿修撰，除名人。魏伯刍，复朝奉大夫。忞，金坛人，尝为中书舍人。伯刍，开封人，故省吏也。王黼用为徽猷阁待制、提举在京𣙜货务。宣和末，为蔡京所废，至是，并用赦复之。乙酉，诏百官言阙失，诏曰：「自今服采在职，其各悉心极言，凡言动举措之过，差暨军旅财用之阙失，人情之逆顺、政事之否臧，号令不便于民，法制无益于国。若时施设，咸得指陈切至，而有根原忠鲠而无顾忌，亟当奬擢，昭示劝旌」。中兴圣政，臣留正等曰：忠言之于国，犹脉理之于身也。脉理通而后身安，忠言用而后国治，否则首足不相为用，君臣不能无异意矣。汉髙祖、唐太宗俱以能听言，而开创大业，武帝奢纵，能容一汲黯，武后滛虐，能容一狄仁杰而不至于乱亡，言之有益于人之国也如此。太上皇导臣使言，委曲开谕，无所不至，三纪之间，博谋兼听，见于施设者不可胜纪，间有逆耳咈意之论，自敌以下受之所不能堪者，亦欣然听用而不拒，非甚盛徳，其何能尔？中兴之功，有光前代，端自是而致之。　带御器械张俊自杭州移兵讨兰溪僧居正，破之。
