九年正月，监察御史宇文融陈便宜，奏请检察伪滥兼逃户及籍外剩田。于是令融充使推句，获伪勋及诸色役甚众，特加朝散大夫，再迁兵部员外兼侍御史。融遂奏置劝农判官，长安尉裴宽等二十九人，并摄御史分往天下。慕容珣、王冰、张均、宋希玉、宋询、韦洽、薛尧、乔梦松、王诱、徐楚璧、徐锷、裴宽、崔希逸、边冲寂、班景倩、郭廷倩、元将茂、刘日正、王焘、于孺卿、王忠翼、何千里、梁勋、卢怡、库狄履温、贾晋、李登、盛廙等，皆知名士。判官得人，于此为盛，其后多至显秩。所在检责田畴，招携户口。其新附客户，则免其六年赋调，但轻税入官。阳翟县尉皇甫憬、左拾遗杨相如并上疏，盛陈烦扰不便。宽等皆当时才彦，使还，得户八十馀万，田亦称是。憬遂贬为衢州盈川尉。融拜御史中丞。
