23  | 郑辰，字文枢，浙江西安人。永乐四年进士。十六年，繇御史超迁山西按察使，纠治贪浊不少贷。潞州盗起，有司以叛闻，诏发兵讨捕。辰方以事朝京师，奏曰：「民苦徭役而已，请无发兵」。上然之。还则屏驺从，亲入山谷抚谕。盗皆感泣，复为良民。礼部侍郎蔚绶转粟给山海军，辰统山西民辇任，民劳多逋耗，绶令即山海贷偿之。辰曰：「山西民贫而悍，急之恐生变。不如缓之，使自通有无」。用其言，卒无逋者。内艰归，军民诣御史乞留。御史以闻，服阕，还旧任。宣德三年召为南京工部右侍郎。初，命举方面官堪内任者，蹇义以九人荐。上素闻辰名，即真授，馀多试职正綂。时尝与丰城侯李彬转饷大同，归卒。辰重义轻利，与山西同僚杜佥事有遗言。杜卒为治䘮，资遣其妻子。 |
