38  | 越州水：鉴湖之广，周回三百五十八里，环山三十六源。自汉永和五年，会稽太守马臻始筑塘，溉田九千馀顷，至宋初八百年间，民受其利。岁月浸远，浚治不时，日久堙废。濒湖之民，侵耕为田，熙宁中，盗为田九百馀顷。尝遣庐州观察推官江衍经度其宜，凡为湖田者两存之，立碑石为界，内者为田，外者为湖。政和末，为郡守者务为进奉之计，遂废湖为田，赋输京师。自时奸民私占，为田益众，湖之存者亡几矣。绍兴二十九年十月，帝谕枢密院事王纶曰：「往年宰执尝欲尽乾鉴湖，云可得十万斛米。朕谓若遇岁旱，无湖水引灌，则所损未必不过之。凡事须远虑可也。」 |
