| 17 | 周家楣，字小棠，江苏宜兴人。咸丰九年进士，选庶吉士。散馆，改礼部主事，充总理各国事务衙门章京。其时教祸棘，四川总督骆秉章夙持正，外人以将军崇实易与，遇事辄就决之，数兴大狱，至杀平民二百人，勿之问。家楣上书执政，极言其害，请教案归总督裁决，卒如所言。各国相继换约，交涉益剧，枋事者多依违。家楣苦心经画，凡议觐礼、遣使臣、护侨民，皆委曲历久而后定。洎日本闚台湾，海防亟，乃为策先谋足以制日者。于是大学士文祥举立海军、造船舰、筑炮台、制枪械、采煤铁、招侨商，及用人、筹饷诸端，折衷众说，属草议上之。累迁郎中，擢五品京堂。 |
