三月乙亥，以马齐为左都御史。辛巳，上召廷臣及董讷、靳辅、于成龙、佛伦、熊一潇等议河务。次日亦如之。乙酉，色楞额以按张狱欺罔论死，总督徐国相以徇庇，侍郎王遵训等以滥举，俱免官。己丑，以王新命为河道总督。辛卯，裁湖广总督。丁酉，论河工在事互讦诸臣，董讷、熊一潇、靳辅、慕天颜、孙在丰俱削官，并赵吉士、陈潢罪之。己亥，增遣督捕理事官张鹏翮、兵科给事中陈世安，会内大臣索额图与鄂罗斯议约定界。壬寅，赐沈廷文等一百四十六人进士及第出身有差。李光地坐妄举德格勒议处。得旨：「李光地前于台湾一役有功，仍以学士用。」

时督、抚、监司皆由廷臣保举。湖广巡抚张汧，大学士明珠所私也，恃势贪暴，言路莫敢摘发。二十六年，紫芝上疏劾之，言：「汧莅任未久，黩货多端，凡地方盐引、钱局、船埠，靡不搜括，甚至汉口市肆招牌，亦按数派钱。当日保举之人，必有贿嘱情弊，请一并敕部论罪。」上命夺汧官，遣直隶巡抚于成龙、山西巡抚马齐、副都御史开音布往按治。复谕廷臣，谓汧贪婪无人敢言，紫芝独能弹劾，即予内升。成龙等按得汧以前官福建布政使亏帑令属吏弥补，又派收盐商银九万，上荆南道祖泽深婪取于民又八万，谳上，论绞。保举汧为巡抚者，侍郎王遵训、学士卢琦、大理寺丞任辰旦，皆坐夺官。擢紫芝大理少卿。每谳狱，稍涉矜疑，即为驳正，多所平反。
