| 17 | 朱克简，字敬可，江南宝应人。顺治四年进士，授内阁中书。五年，考授御史。八年，典广东乡试。十二年，巡按福建。福建八府一州，其五滨海。郑成功时入寇，民苦焚掠。克简至，申明军政，绸缪防御，请增兵防仙霞关。时兵部尚书王永吉疏请减兵额，汰营兵老弱，下诸行省。克简疏言：「福建内防山贼，外御海寇，省兵三万四千，不可复减。」上如其议。又疏论防海，略言：「用水师不难得其力，难得其心。漳泉为郑成功故土，沿海多戚属，宜以连保法察其踪迹，考其身家，不使入伍；降者令归耕，或移置他军，使离旧巢，乃坚归志。水师战海中，破浪擒贼，当受上赏，宜著为令。水师用在舟，木、竹、钉铁、油、麻、★叶，皆海之所无，一物不具，不可以为舟。宜设专官讥察，毋以资敌。」「宁化、崇安滨海要地，今俱为贼踞，当按形势增兵固守。」又立六规二十四约，与提督马成功、总兵王之纲等深相结纳，诸将咸奉令。 |
