24  | 二十年，锦死，子克塽幼，诸将刘国轩、冯锡范用事。内阁学士李光地奏台湾可取状，因荐琅习海上事，上复授琅福建水师提督，加太子少保，谕相机进取。琅至军，疏言：「贼船久泊澎湖，悉力固守。冬春之际，飓风时发，我舟骤难过洋。臣今练习水师，又遣间谍通臣旧时部曲，使为内应。俟风便，可获全胜。」二十一年，给事中孙蕙疏言宜缓征台湾。七月，彗星见，户部尚书梁清标复以为言，诏暂缓进剿。琅疏言：「臣已简水师精兵二万、战船三百，足破灭海贼。请趣督抚治粮饷，但遇风利，即可进行，并请调陆路官兵协剿。」诏从之。 |
