164  | 秋七月戊戌，置川滇边务大臣，以赵尔丰任之，赏侍郎衔。沁河决口合龙。庚子，江苏水陆各营旗防军改编巡防队。辛丑，考察政治大臣载泽等还京，上封事。命醇亲王、军机政务处大臣、大学士、北洋大臣公阅，取进止。乙巳，奉天开商埠大东沟，置海关，以东边道兼监督。戊申，谕曰：「载泽等陈奏，谓国势不振，由上下相暌，内外隔阂。官不知所以保民，民不知所以卫国。而各国所由富强，在实行宪法，取决公论。时处今日，惟有仿行宪政，大权统于朝廷，庶政公诸舆论。预备立宪基础，内外臣工切实振兴。俟数年后规模粗具，参用各国成法，再定期限实行。」己酉，谕立宪预备，须先厘定官制，命大臣编纂，奕劻、孙家鼐、瞿鸿禨总司核定，取旨遵行。调端方为两江总督兼南洋大臣。甲子，发江苏库储十万赈徐、海、淮西水灾。 |
