62  | 六月甲寅，免杭州、宁波、金华、衢州、台州灾赋。丁卯，谕曰：「朕览法司章奏，决囚日五、六人，或十馀人。念此愚氓，兵戈灾祲之后，复罹法网，深可悯恻。有虞之世，民不犯于有司。汉文帝、唐太宗亦几致刑措。今犯法日众，岂风俗日偷欤？抑朝廷德教未敷，或谳狱者有失入欤？嗣后法司其明慎用刑，务求平允。」戊辰，免房山县上年灾赋。桂王将刘文秀寇常德，遣其党犯岳州、武昌，官军击走之。己卯，封博果铎为和硕庄亲王。辛巳，命内十三衙门立铁牌。谕曰：「中官之设，自古不废。任使失宜，即贻祸乱。如明之王振、汪直、曹吉祥、刘瑾、魏忠贤辈，专权擅政，陷害忠良，出镇典兵，流毒边境，煽党颂功，谋为不轨，覆败相寻，深可鉴戒。朕裁定内官职掌，法制甚明。如有窃权纳贿，交结官员，越分奏事者，凌迟处死。特立铁牌，俾世遵守。」 |
