88  | 洪武二十七年三月癸亥，有儒士初授知县，陛辞，太祖问之曰：「试官莅民之道，何先？」对曰：「教化为先。」曰：「教化何施？」对曰：「奖劝之。」太祖曰：「治民固以教化为本，而身又为教化之本。长一邑则系一邑之望，民率己以为则，己身不正，民将何法？虽多为奖劝，彼不见信，故曰以身教者从，以言教者讼。尔其试之。」 |
