37  | 初，代王猗卢旣卒，国多内难，部落离散，拓跋氏寖衰。及什翼犍立，雄勇有智略，能修祖业，国人附之；始置百官，分掌衆务。以代人燕凤为长史，许谦为郎中令。始制反逆、杀人、奸盗之法，号令明白，政事清简，无系讯连逮之烦，百姓安之。于是东自濊貊，西及破落那，南距阴山，北尽沙漠，率皆归服，有衆数十万人。 |
| 85 | 什翼犍性宽厚，郎中令许谦盗绢二匹，什翼犍知而匿之，谓左长史燕凤曰：「吾不忍视谦之面，若谦慙而自杀，是吾以财杀土也。」尝讨西部叛者，流矢中目；旣而获射者，羣臣欲脔割之，什翼犍曰：「彼各为其主鬬耳，何罪！」遂释之。 |
