辛酉，诏曰：「往岁水旱蝗虫为灾，谷价腾跃，言踊贵也。人用困乏。朕惟百姓无以自赡，恻然愍之。其命郡国有谷者，给禀说文：「禀，赐谷也。」音笔锦反。高年、鳏、寡、孤、独及笃𤸇、无家属贫不能自存者，如律。大戴礼曰：「六十无妻曰鳏，五十无夫曰寡。」礼记曰：「幼而无父曰孤，老而无子曰独。」尔雅曰：「笃，困也。」苍颉篇曰：「𤸇，病也。」汉律今亡。二千石勉加循抚，无令失职。」职犹常也。

《卷四·帝纪第四孝和孝殇皇帝》

孝和皇帝讳肈，谥法曰：「不刚不柔曰和。」伏侯古今注曰：「肈之字曰始。肈音兆」臣贤案：许慎说文「肈音大可反，上讳也」。但伏侯、许慎并汉时人，而帝讳不同，盖应别有所据。肃宗第四子也。母梁贵人，为窦皇后所谮，忧卒，窦后养帝以为己子。建初七年，立为皇太子。
