绍兴九年八月按是月戊申朔。。己酉，复淮南诸州学官员。　是日，签书枢密院事楼照自凤翔东归。赵甡之遗史云：照倚秦桧之势，妄自尊大，轻忽士流，尤鄙武臣。陜西州郡多武臣为守，照悉令庭参而退，反请通判、幕职官接席议事，军民皆骇之。初，刘豫之时，民有诉事者，执状告官，无所阻碍，照所到州诉事者每一状非五千不能达，故不能尽得民心。照贪财贿，所至厌苦之，由是失军民之心矣，还朝无所建眀，奉秦桧之意而已。庚戍，楼照言：「陜西诸军冬衣已下成都府等路，取拨十六万匹。上曰：「蜀士频言调发，凋弊已甚。今吴玠一军，既分屯关、陜，馈运十省八九，若更能镌减冗官，四川民力，庶㡬其少纾乎？」　诏川陜宣抚司便宜补官限一年陈乞换给。时言者论名器浸轻之弊，以为：「三嵗大礼，䕃补三年科举，所得之士，共止数百人，而便宜补官，一嵗之间，乃倍此数，今罢便宜圣旨已五年，其所换给约万计，乞限一年，庶息奸弊」。故有是旨。八年三月，李谊为右正言，尝奏此事。谊此时为中书舍人，或即其所上，当考。
