19  | 甲戍，礼部侍郎常同面对，言：「兵革未息，正当马上为治之时，而上至三省，下至州县，尚循承平之旧，穷日之力，以从事于烦文曲礼，岂救弊之道。望诏大臣屏去细务，专帷幄之谋，责任六曹，随事裁决。凡礼文法令，悉命裁定，以趋简便」。翌日，上谓宰执曰：「闻三省文书极繁，卿䓁省阅，日不暇给，皆由六部官不任责，事事申明故也。岂有为尚书不能任一部之事？朕若擢为执政，便可裁天下之务。昨常同亦奏此事」。陈与义曰：「今日事比承平时极多？」赵鼎曰：「承平时朝廷尊严，上下有分。昨一小使臣马前喧呼，臣恐其诉寃，乃求差遣耳。政由臣等不才，致朝廷之势陵夷」。上曰：「此须与行遣天下事赏罚而已。若有罪不行罚，渐成姑息之风，诚为不便」。乃命六部措置，条具申省。 金人徙刘豫扵上京，给旧夫子庙居之。后封曹王。豫废，年六十五。 |
