The virtuous and capable official said: "To correct crookedness one must use uprightness; to rescue from excessive formality one must employ simplicity." In the past, Yanzi served as prime minister of Qi, and a single sable fur coat lasted him thirty years. Therefore, when the people are extravagant, show them frugality; when the people are thrifty, show them propriety. At present, if the descendants of high officials and ministers could indeed restrain their use of carriages and chariots, moderate their clothing and attire, personally practice thrift, lead by example with sincerity and simplicity, abandon private gardens and pools, reduce land and houses, internally refrain from engaging in market activities, externally refrain from exploiting mountains and marshes, then farmers would have opportunities to apply their labor, and female artisans would have chances to sell their crafts; If so, then the vital energies will be harmonious and balanced, free from the illness of accumulated shortages."

The official said: "To an orphan one speaks of filial piety, to a lame person one speaks of crutches, to the poor one speaks of benevolence, and to the lowly one speaks of governance. Discussing matters not concerning oneself is easy to praise; commenting from the side is easily deemed correct, but when one is directly involved in the matter, confusion arises. Therefore, Gongsun Hong wore a coarse cloth quilt, Ni Kuan had a plain robe, their clothing was like that of servants and concubines, and their food was like that of common laborers. Rebellion broke out in Huainan internally, while the southern and eastern barbarians acted violently externally; thieves and bandits were not restrained, and extravagance was not curbed; "Like a witch in an epidemic year, they can only flap their mouths; how could they possibly cure the problem of accumulated shortages?"

The virtuous and capable official said: "In the time of Emperor Gaozu, Xiao He and Cao Can served as chancellors, while Teng Tang, Guan Ying, and others served as ministers; they were a distinguished group indeed." During the reigns of Emperors Wen and Jing, at the beginning of the Jianyuan era, senior ministers still upheld the righteousness of defending principles and contending for justice. After this period, many officials merely followed imperial inclinations and desires; few dared to speak frankly in person or offer direct criticism. They served the public while pursuing private interests. Therefore, Chancellor Wu'an contended over private fields and gardens before the emperor, disputing right and wrong. When a nine-story terrace collapses once, Gongshu Zi cannot restore it; once the dynasty turns corrupt, neither Yi Huan nor Wang Mang could restore it. Therefore, Chancellor Gongsun and Minister Ni walked uprightly in the Way, shared their salaries to support the virtuous, humbled themselves to respect scholars of humble status, established remarkable achievements so swiftly that time was insufficient; yet no one followed in the footsteps of Zichan. Yet officials like Ge Yi and Hou Peng destroyed its legacy, disrupted its order, demolished the guest halls and assembly chambers to use as stables and dwellings for their concubines. They abandoned the rites of nurturing scholars and instead displayed arrogance and conceit; integrity and shame declined, giving way to contention over profit. Thus, fertile fields and spacious mansions became inaccessible to the people; those shameless in pursuing profit filled the court and markets, while landowners with vast estates spread across every commandery and kingdom. With rampant violence and obstruction, even roads beside grand mansions and large houses became impassable—this is a condition difficult to cure and beyond the capability of any physician."

The official suddenly turned red in anger, but remained silent without responding.
