5  | 命按察司佥事周浈等定议按察事宜，条其宪纲所当务者以进，谕之曰：「风宪纪纲之司，惟在得人，则法清弊革。人言：『神明能行威福，鬼魅能为妖祸。』尔等若能兴利除害，辅国裕民，此即神明；若阴私诡诈，蠹国害民，此即鬼魅也。凡事当存大体，有可言者，勿缄默不言；有不可言者，勿沽名卖直。苟察察以为明，苛刻以为能，下必有不堪之患，非吾所望于风宪矣。「命中书省录用诸司劾退官员。省臣傅瓛等曰：「今天下更化，庶事方殷，诸司官吏，非精勤明敏者不足以集事。此辈皆以迂缓不称职，为法司劾退，岂宜复用？」上曰：「人之才能，各有长短，故治效亦有迟速。夫质朴者多迂缓，狡猾者多便给，便给者虽善办事，或伤于急促，不能无损于民，迂缓者虽于是，或有不逮，而于民则无所损也。」 |
