45  | 朕纂承洪基，十有三載，委政師輔，責成宰司。護志在無君，義違臣節。懷茲蠆毒，帶彼狼心，任情誅暴，肆行威福，朋黨相扇，賄貨公行，所好加羽毛，所惡生瘡鰲ｋ拊技悍乒，情存庶政。每思施寬惠下，輒抑而不行。遂使戶口凋殘，征賦勞劇，家無日給，民不聊生。且三方未定，邊隅尚陰，疆場待戎旗之備，武夫資捍城之力。侯伏龍恩、萬壽、劉勇等，未效庸勛，先居上將，高門峻宇，甲第彫牆，實繁有徒，同惡相濟。民不見德，唯利是視。百姓嗷嗷，道路以目；含生業業，相顧鉗口。常恐七百之基，忽焉顛墜，億兆之命，一旦阽危，上累祖宗之靈，下負蒼生之責。 |
