乐所以作四夷之乐何？Why is music composed to incorporate the music of the four border regions?
德广及之也。It signifies that virtue has extended broadly, reaching even the distant regions.
《易》曰：“先王以作乐崇德，殷荐之上帝，以配祖考。”The Book of Changes states: "Former kings composed music to honor virtue, offering it abundantly to Heaven, in order to accompany their ancestors."
《诗》云：“奏鼓简简，衎我烈祖。”The Book of Songs says: "Drums are struck with solemn rhythm, rejoicing our illustrious ancestors."
《乐元语》曰：“受命而六乐。The Yueyuanyu states: "Upon receiving the Mandate, six types of music were established."
乐先王之乐，明有法也；Revering the music of sage kings demonstrates adherence to principle and order;
与其所自作，明有制；and incorporating one's own compositions shows that there is established regulation.
兴四夷之乐，明德广及之也。”Incorporating the music of the four frontier regions demonstrates that virtue has broadly extended to reach them as well."
故南夷之乐曰《兜》，西夷之乐曰《禁》，北夷之乐曰《昧》，东夷之乐曰《离》。Therefore, the music of southern frontier peoples was called Dou, that of western frontier peoples was Jin, that of northern frontier peoples was Mei, and that of eastern frontier peoples was Li.
合欢之乐人舞于堂，四夷之乐陈于右，先王所以得之，顺命重始也。The music for joyous union had people dancing in the hall, while the music of the four frontiers was arranged on the right side; this is how sage kings achieved harmony—by following Heaven's Mandate and revering the beginning.
