子墨子言曰：“古者王公大人，为政国家者，皆欲国家之富，人民之众，刑政之治。Mozi said: At present, in governing the states the rulers all desire to have their countries wealthy, their population large, and their administration orderly.
然而不得富而得贫， But instead of wealth they obtain poverty,
不得众而得寡， instead of an increase they obtain a decrease in population,
不得治而得乱， instead of order they obtain chaos;
则是本失其所欲，i.e. they lose what they like
得其所恶， but obtain what they dislike.
是故何也？” What is the reason for this?
子墨子言曰：“执有命者以集于民闲者众。Mozi said: It is due to the large number of fatalists among the people.
执有命者之言曰： The fatalists say:
‘命富则富， "When fate decrees that a man shall be wealthy he will be wealthy;
命贫则贫；when it decrees poverty, he will be poor;
命众则众，when it decrees a large population, this will be large;
命寡则寡； and when it decrees a small population this will be small;
命治则治，if order is decreed, there will be order;
命乱则乱；if chaos, there will be chaos.
命寿则寿，If fate decrees old age, there will be old age;
命夭则夭；if untimely death, there will be untimely death.
命虽强劲， Even if a man sets himself against his fate,
何益哉？’ what is the use?"
以上说王公大人，With this doctrine the rulers are urged above
下以驵百姓之从事， and the people are kept away from their work below.
故执有命者不仁。 Hence the fatalists are unmagnanimous.
故当执有命者之言，不可不明辨。” And their doctrines must be clearly examined.
