子曰：The Master said,
“道之以政，"If the people be led by laws,
齐之以刑，and uniformity sought to be given them by punishments,
民免而无耻；they will try to avoid the punishment, but have no sense of shame.
道之以德，If they be led by virtue,
齐之以礼，and uniformity sought to be given them by the rules of propriety,
有耻且格。”they will have the sense of shame, and moreover will become good."
