5 大傳:
立權度量,考文章,改正朔,易服色,殊徽號,異器械,別衣服,此其所得與民變革者也。其不可得變革者則有矣:親親也,尊尊也,長長也,男女有別,此其不可得與民變革者也。
Da Zhuan:
The appointment of the measures of weight, length, and capacity; the fixing the elegancies (of ceremony); the changing the commencement of the year and month; alterations in the colour of dress; differences of flags and their blazonry; changes in vessels and weapons, and distinctions in dress: these were things, changes in which could be enjoined on the people. But no changes could be enjoined upon them in what concerned affection for kin, the honour paid to the honourable, the respect due to the aged, and the different positions and functions of male and female.

王者受命必改朔何?明易姓,示不相襲也。明受之於天,不受之於人,所以變易民心,革其耳目,以助化也。故《喪服大傳》曰:「王始起,改正朔、易服色、殊徽號、異器械、別衣服也。」是以禹舜雖繼太平,猶宜改以應天。王者改作樂,必得天應而後作何?重改制也。《春秋瑞應傳》曰:「敬受瑞應而王,改正朔,易服色。」《》曰:「湯武革命,順乎天而應乎民」也。

梓潼人哀章學問長安,素無行,好為大言。見莽居攝,即作銅匱,為兩檢,署其一曰「天帝行璽金匱圖」,其一署曰「赤帝行璽某傳予黃帝金策書」。某者,高皇帝名也。書言王莽為真天子,皇太后如天命。圖書皆書莽大臣八人,又取令名王興、王盛,章因自竄姓名,凡為十一人,皆署官爵,為輔佐。章聞齊井、石牛事下,即日昏時,衣黃衣,持匱至高廟,以付僕射。僕射以聞。戊辰,莽至高廟拜受金匱神嬗。御王冠,謁太后,還坐未央宮前殿,下書曰:「予以不德,託于皇初祖考黃帝之後,皇始祖考虞帝之苗裔,而太皇太后之末屬。皇天上帝隆顯大佑,成命統序,符契圖文,金匱策書,神明詔告,屬予以天下兆民。赤帝漢氏高皇帝之靈,承天命,傳國金策之書,予甚祗畏,敢不欽受!以戊辰直定,御王冠,即真天子位,定有天下之號曰新。其改正朔,易服色,變犧牲,殊徽幟,異器制。以十二月朔癸酉為建國元年正月之朔,以雞鳴為時。服色配德上黃,犧牲應正用白,使節之旄旛皆純黃,其署曰『新使五威節』,以承皇天上帝威命也。」

時軍國多事,用法深重。隆上疏曰:「夫拓跡垂統,必俟聖明,輔世匡治,亦須良佐,用能庶績其凝而品物康乂也。夫移風易俗,宣明道化,使四表同風,回首面內,德教光熈,九服慕義,固非俗吏之所能也。今有司務糾刑書,不本大道,是以刑用而不措,俗弊而不敦。宜崇禮樂,班叙明堂,脩三雍、大射、養老,營建郊廟,尊儒士,舉逸民,表章制度,改正朔,易服色,布愷悌,尚儉素,然後備禮封禪,歸功天地,使雅頌之聲盈于六合,緝熈之化混于後嗣。斯蓋至治之美事,不朽之貴業也。然九域之內,可揖讓而治,尚何憂哉!不正其本而救其末,譬猶棼絲,非政理也。可命羣公卿士通儒,造具其事,以為典式。」隆又以為改正朔,易服色,殊徽號,異器械,自古帝王所以神明其政,變民耳目,故三春稱王,明三統也。於是敷演舊章,奏而改焉。帝從其議,改青龍五年春三月為景初元年孟夏四月,服色尚黃,犧牲用白,從地正也。
