Gong Sun Chou II:
When Mencius left Qi, Chong Yu questioned him upon the way, saying, 'Master, you look like one who carries an air of dissatisfaction in his countenance. But formerly I heard you say, "The superior man does not murmur against Heaven, nor grudge against men."'
曰:「彼一時,此一時也。五百年必有王者興,其間必有名世者。由周而來,七百有餘歲矣。以其數則過矣,以其時考之則可矣。夫天,未欲平治天下也;如欲平治天下,當今之世,舍我其誰也?吾何為不豫哉?」
Mencius said, 'That was one time, and this is another. It is a rule that a true royal sovereign should arise in the course of five hundred years, and that during that time there should be men illustrious in their generation. From the commencement of the Zhou dynasty till now, more than seven hundred years have elapsed. Judging numerically, the date is past. Examining the character of the present time, we might expect the rise of such individuals in it. But Heaven does not yet wish that the kingdom should enjoy tranquillity and good order. If it wished this, who is there besides me to bring it about? How should I be otherwise than dissatisfied?'

昔者吳起教楚悼王以楚國之俗曰:「大臣太重,封君太眾,若此則上偪主而下虐民,此貧國弱兵之道也。不如使封君之子孫三世而收爵祿,絕滅百吏之祿秩,損不急之枝官,以奉選練之士。」悼王行之期年而薨矣,吳起枝解於楚。商君教秦孝公以連什伍,設告坐之過,燔詩書而明法令,塞私門之請而遂公家之勞,禁游宦之民而顯耕戰之士。孝公行之,主以尊安,國以富強,八年而薨,商君車裂於秦。楚不用吳起而削亂,秦行商君法而富強,二子之言也已當矣,然而枝解吳起而車裂商君者何也?大臣苦法而細民惡治也。當今之世,大臣貪重,細民安亂,甚於秦、楚之俗,而人主無悼王、孝公之聽,則法術之士,安能蒙二子之危也而明己之法術哉!此世所以亂無霸王也。

守道

人主離法失人,則危於伯夷不妄取,而不免於田成、盜跖之耳可也。今天下無一伯夷,而姦人不絕世,故立法度量。度量信則伯夷不失是,而盜跖不得非。法分明則賢不得奪不肖,強不得侵弱,眾不得暴寡。託天下於堯之法,則貞士不失分,姦人不徼幸。寄千金於羿之矢,則伯夷不得亡,而盜跖不敢取。堯明於不失姦,故天下無邪;羿巧於不失發,故千金不亡。邪人不壽而盜跖止,如此,故圖不載宰予,不舉六卿;書不著子胥,不明夫差。孫、吳之略廢,盜跖之心伏。人主甘服於玉堂之中,而無瞋目切齒傾取之患。人臣垂拱於金城之內,而無扼捥聚脣嗟唶之禍。服虎而不以柙,禁姦而不以法,塞偽而不以符,此賁、育之所患,堯、舜之所難也。故設柙非所以備鼠也,所以使怯弱能服虎也;立法非所以備曾、史也,所以使庸主能止盜跖也;為符非所以豫尾生也,所以使眾人不相謾也。不獨恃比干之死節,不幸亂臣之無詐也,恃怯之所能服,握庸主之所易守。當今之世,為人主忠計,為天下結德者,利莫長於此。故君人者無亡國之圖,而忠臣無失身之畫。明於尊位必賞,故能使人盡力於權衡,死節於官職。通賁、育之情,不以死易生;惑於盜跖之貪,不以財易身;則守國之道畢備矣。

夫人主不塞隙穴,而勞力於赭堊,暴雨疾風必壞。不去眉睫之禍,而慕賁、育之死;不謹蕭牆之患,而固金城於遠境;不用近賢之謀,而外結萬乘之交於千里。飄風一旦起,則賁、育不及救,而外交不及至,禍莫大於此。當今之世,為人主忠計者,必無使燕王說魯人,無使近世慕賢於古,無思越人以救中國溺者,如此,則上下親,內功立,外名成。

昔者先聖王,成其身而天下成,治其身而天下治。故善響者不於響於聲,善影者不於影於形,為天下者不於天下於身。《》曰:「淑人君子,其儀不忒。其儀不忒,正是四國」,言正諸身也。故反其道而身善矣;行義則人善矣;樂備君道,而百官已治矣,萬民已利矣。三者之成也,在於無為。無為之道曰勝天,義曰利身,君曰勿身。勿身督聽,利身平靜,勝天順性。順性則聰明壽長,平靜則業進樂鄉,督聽則姦塞不皇。故上失其道則邊侵於敵,內失其行,名聲墮於外。是故百仞之松,本傷於下,而末槁於上;商、周之國,謀失於胸,令困於彼。故心得而聽得,聽得而事得,事得而功名得。五帝先道而後德,故德莫盛焉;三王先教而後殺,故事莫功焉;五伯先事而後兵,故兵莫彊焉。當今之世,巧謀並行,詐術遞用,攻戰不休,亡國辱主愈眾,所事者末也。

斶對曰:「不然。斶聞古大禹之時,諸侯萬國。何則?德厚之道,得貴士之力也。故舜起農畝,出於野鄙,而為天子。及湯之時,諸侯三千。當今之世,南面稱寡者,乃二十四。由此觀之,非得失之策與?稍稍誅滅,滅亡無族之時,欲為監門、閭里,安可得而有乎哉?是故易傳不云乎:『居上位,未得其實,以喜其為名者,必以驕奢為行。据慢驕奢,則凶從之。是故無其實而喜其名者削,無德而望其福者約,無功而受其祿者辱,禍必握。』故曰:『矜功不立,虛願不至。』此皆幸樂其名,華而無其實德者也。是以堯有九佐,舜有七友,禹有五丞,湯有三輔,自古及今而能虛成名於天下者,無有。是以君王無羞亟問,不媿下學;是故成其道德而揚功名於後世者,堯、舜、禹、湯、周文王是也。故曰:『無形者,形之君也。無端者,事之本也。』夫上見其原,下通其流,至聖人明學,何不吉之有哉!老子曰:『雖貴,必以賤為本;雖高,必以下為基。』是以侯王稱孤寡不穀。是其賤之本與?非夫孤寡者,人之困賤下位也,而侯王以自謂,豈非下人而尊貴士與?夫堯傳舜,舜傅禹,周成王任周公旦,而世世稱曰明主,是以明乎士之貴也。」
