夫堯、舜之治,闢四門,明四目,達四聰,是以天下輻湊而聖無不昭;故共、鯀之徒弗能塞也,靖言庸回弗能惑也。秦之二世,務隱藏己,而斷百僚,隔捐疏賤而信趙高,是以聽塞於貴重之臣,明蔽於驕妬之人,故天下潰叛,弗得聞也。皆高所殺,莫敢言之。周章至戲乃始駭,閻樂進勸乃後悔,不亦晚矣!故人兼聽納下,則貴臣不得誣,而遠人不得欺也;慢賤信貴,則朝廷讜言無以至,而潔士奉身伏罪於野矣。

8 舜典:
月正元日,舜格于文祖,詢于四岳,闢四門,明四目,達四聰。「咨,十有二牧!」曰,「食哉惟時!柔遠能邇,惇德允元,而難任人,蠻夷率服。」
Canon of Shun:
On the first day of the first month (of the) next year, Shun went to (the temple of) the Accomplished Ancestor. He deliberated with (the President of) the Four Mountains how to throw open the doors (of communication between himself and the) four (quarters of the land), and how he could see with the eyes, and hear with the ears of all. He consulted with the twelve Pastors, and said to them, 'The food!--it depends on observing the seasons. Be kind to the distant, and cultivate the ability of the near. Give honour to the virtuous, and your confidence to the good, while you discountenance the artful - so shall the barbarous tribes lead on one another to make their submission.'

敷奏以言,明試以功,車服以庸,敷奏,猶遍進也。諸侯每見,皆以次序遍進而問焉。以觀其才,既則效試其居國為政,以著其功,賜之車服,以旌其所用任也。象以典刑,典,常也。象用之者,謂上刑赭衣不純,中刑雜履,下刑墨幪,以居州里,而民耻之,而反於禮。流宥五刑,流,放也。宥,三宥也。言所流宥,皆犯五刑之罪也。眚災肆赦,眚,過也。災,害也。肆,失也。言罪過誤失,以為當赦之也。怙終賊刑,怙,謂怙赦宥而為者也。終為殘賊,當刑之也。流共工于幽洲,共工,窮奇也。幽洲,北裔也。放歡兜于崇山,歡兜,渾敦,崇山,南裔也。竄三苗于三危,三苗,國名也。縉雲氏之後,為諸侯,號饕餮也。三危,西裔也。殛鯀于羽山,鯀,檮杌也。殛,誅也。羽山,東裔也。四罪而天下咸服,美舜之行,故本其徵用之功也。二十有八載,放勛乃徂落,百姓如喪考妣,三載,四海遏密八音,遏,絕也。密,止也。堯崩,百姓如喪父母,絕止金石八音之樂也。舜格于文祖,詢于四岳,闢四門,開闢四方之門,廣致衆賢也。明四目,明視四方也。達四聽本書聽作恩聽達於四方也。柔遠能邇,能安遠者,則能安近也。不能安近,則不能安遠也。敦德允元,所厚而尊者德也。所信而行者善也。而難任人,任,佞也。辯給之言,易悅耳目,以理難之也。蠻夷率服,遠無不服,邇無不安。三載考績,三考,黜陟幽明,黜,退也。陟,升也。三歲考功,九載三考,退其幽闇無功者,升其昭明有功者也。庶績咸熙。九載三考,衆功皆興也。

國之所以治者,君明也。其所以亂者,君暗也。君之所以明者,兼聽也。其所以暗者,偏信也。是故人君通必必作心兼聽,則聖日廣矣。庸說偏信,則愚日甚矣。詩云,先民有言,詢於芻蕘,夫堯舜之治,闢四門,明四目,通四聰,是以天下輻凑而聖無不照,故共鯀之徒徒下有弗能塞三字也。靖言庸回,弗能惑也。秦之二世務隱藏己而斷百僚,隔捐疏賤而信趙高,是以聽塞於貴重之臣,明蔽於驕妒之人,故天下潰叛,弗得聞也。皆知高殺,莫敢言之,周章至戲乃始駭,閻樂進勸乃後悔,不亦晚乎。故人君兼聽納下,則貴臣不得誣,而遠人不得欺也。是故明君莅衆,務下之言,以昭外也。敬納卑賤,以誘賢也。其無拒言,未必言者之盡用也。乃懼拒無用而讓有用也。其無慢賤也。未必其人盡賢也。乃懼慢不肖而絕賢聖聖作望也。是故聖王表表作責小以厲大,賞鄙以招賢,然後良士集於朝,下情達於君也。故上無遺失之策,官無亂法之臣,此君民之所利,而奸佞之所患也。

《帝王世紀》曰:舜,姚姓也。其先出自顓頊。顓頊生窮蟬,窮蟬有子曰敬康,生勾芒。勾芒有子曰橋牛,橋牛生瞽瞍。妻曰握登,見大虹,意感而生舜於姚墟,故姓姚,名重華,字都君。龍顏大口,黑色,身長六尺一寸,有聖德,始遷於夏,販於頓丘,責於傅虛,家本冀州,每徙則百姓歸之。其母早死,瞽瞍更娶生象。象傲而父頑母嚚咸欲殺舜,舜能和諧,大杖則避,小杖則受。年二十始以孝聞。堯以二女娥皇、女英妻之。見舜於貳宮,設饗禮,送為賓主,南面而問政。命為司徒太尉,試以五典,有大功。二十,夢眉長與發等,堯乃賜舜以昭華之玉,老而命舜代已攝政。明年正月上日,始受終于文祖,太尉行事。堯崩三年喪畢。以仲冬甲子月,次于畢,始即真。以土代火,色尚黃。乃詢四岳,辟四門,明四目,達四聰。東巡狩,登南山,觀河洛,受圖書,表賜群臣,尊伯禹、稷、契、皋陶皆益地。有苗氏負固不服,禹請征之。舜曰:「我德不厚,行武非道也。吾其敷吾未也。」乃修教三年,執干戚而舞之,有苗請服。立誹謗之木,申命九官十二牧及殳斨、朱虎、熊羆等二十五人,三載一考績,黜陟幽明。於是俊乂在官,群后德讓,百僚師師,以五采章施于五色為服,以六律、五聲、八音協治。烝民乃粒,萬邦作乂,庶績咸熙,乃作《大韶》之樂,《簫韶》九成,鳳凰來儀,擊石拊石,百獸率舞。故孔子稱《韶》盡美矣,又盡善也。景星曜於房,群瑞畢臻,德被天下。初,舜既踐帝位,而父瞽瞍尚存,舜常戴天子車服而朝焉。天下大之,故曰大舜。都乎咸陽,或營蒲坂、媯汭,嬪于虞,故因號有虞氏。有二妃,元妃娥皇無子,次妃女英生商均。次妃登北氏,生二女:霄明、燭光。有庶子八人,皆不肖,故以天下禪禹。舜年八十即真,八十一三而薦禹,九十五而使禹攝政。攝五年,有苗氏叛,南征,崩于鳴條,年百歲,殯以瓦棺,葬蒼梧九嶷山之陽,是為零陵,謂之紀市,在今營道縣下,有群象為之耕。
