Pei Xuan.

When a fierce bird strikes, it necessarily lowers its head; when a ferocious beast seizes something, it inevitably hides its claws. Tigers and leopards do not display their teeth outwardly; biting dogs do not show their fangs. Therefore, those who employ troops should appear gentle to the enemy but meet them with strength; seem weak in their presence, yet strike when they are strong.

If the eggs of crows and kites are not destroyed, phoenixes will come; if slanderous words are not punished, loyal advice will reach (the ruler). A dike a thousand li long may leak because of an ant's hole; a house built with a hundred materials may burn down due to smoke from a crack in the stove.
