| 15 | 尚书: | 禹乃会羣后誓于师曰：济济有衆，咸听朕命，会诸侯共伐有苗也。军旅曰誓，济济，衆盛之貌也。蠢兹有苗，昏迷弗恭，蠢，动也。昏，暗也。言其所以宜讨也。侮嫚自贤，反道败德，狎侮先王，轻嫚典教，反正道败德义也。君子在野，小人在位，废仁贤，任奸佞。民弃弗保，天降之咎，言民叛之，天灾之也。肆予以尔衆士，奉词伐罪，肆，故也。尔尚一乃心力，其克有勋。 |
