六年,鄭人鑄刑書鑄刑書於鼎,以為國之常法。叔向使詒子産書曰:昔先王議事以制,不為刑辟,懼民之有争心也臨事制刑,不豫設法,法豫設,則民知争端,猶不可禁禦,是故閑之以義,閑防也。糾之以政,行之以禮,守之以信,奉之以仁奉,養也。制為禄位,以勸其從勸從教也。嚴斷刑罰以威其淫淫,放也。懼其未也。故誨之以忠,聳之以行,聳懼也。教之以務時所急也。使之以和悅以使民,臨之以敬,莅之以强施之於事為莅,斷之以剛義斷恩也。猶求聖哲之上,明察之官上,公王也。官,卿大夫也。忠信之長,慈惠之師,民於是乎可任使也。而不生禍亂,民知有辟,則不忌於上權移於法,故民不畏上也。并有争心,以徵於書,而徼幸,以成之因危文以生争,緣徼幸以成其巧僞也。弗可為矣。為治也。夏有亂政而作,禹刑,商有亂政而作,湯刑,夏商之亂,著禹湯之法,言不能議事以制,周有亂政而作,九刑,周之衰,亦為刑書,謂之九刑也。三辟之興,皆叔世也言刑書不起於始盛之世,今吾子相鄭國,制參辟,鑄刑書制參辟,謂用三代之末法,將以靖民,不亦難乎。詩,曰:儀式刑文王之德,日靖四方言文王以德為儀式,故能日有安靖四方之功,刑,法也。又曰:儀刑文王,萬邦作孚言文王作儀法,為天下所信也。如是,何辟之有言詩唯以德與信,不以刑,民知争端矣。將弃禮而徵於書以刑書為徵,錐刀之末,將盡争之錐刀未,喻小,事,亂獄滋豐,賄賂并行,終子之世,鄭其敗乎。肸聞之,國將亡,必多制數改法也。其此之謂乎。復書曰:若吾子之言,復報也。僑不才,不能及子孫,吾以救世也。
