按经史正文,无天子每月告朔。唯礼记玉藻云:“天子听朔于南门之外。”周礼天官太宰:“正月之吉,布政于邦国。”今每岁首元日,通天宫受朝,读时令,布政事,此则听朔之礼毕,合于周礼、玉藻之文矣。而郑玄注玉藻“听朔”,以秦制月令有五帝五官之事,遂云“凡听朔,必特牲告其时帝及其神,配以文王、武王”。此郑注之误也。故汉魏至今莫之用。又按月令“其帝太昊,其神勾芒”者,谓宣布时令,告示下人,其令词云其帝其神耳。所以为敬授之文,欲使人奉其时而务其业。每月有令,故谓之月令,非谓天子月朔日以祖配帝而祭告之。其每月告朔者,乃诸侯之礼也。故春秋左氏传,鲁侯“既视朔,遂登观台”。又郑注论语云:“礼,人君每月告朔于庙,有祭谓之朝享。”今王者行之,非所闻也。按郑玄所谓告其帝者即太皞等五人帝,其神者即重黎等五行官。虽并功施于人,列在祀典,无天子每月拜祭告朔之文。
